Solved: Windows O/S-Error: (OS 5) Access is denied caused by service Log On account

ORA-00221: error on write to control file
ORA-00206: error in writing (block 1, # blocks 1) of control file
ORA-00202: control file:
ORA-27041: unable to open file
OSD-04002: unable to open file
O/S-Error: (OS 5) Access is denied.

The problem was in service properties
"Logon as" was not with "Local System Account"
